Speaker Biography: 

Alison Orr and Marianne Brown are Professional Engineers, designated Consulting Engineers, and Certified Building Code Officials, with Orr Brown Consulting Engineers Ltd., and are long standing members of the OBOA. They started their careers with the City of Hamilton, first as building inspectors, then as building engineers. Alison left the city to join an engineering consulting firm. Marianne stayed with the city moving on to the roles of Chief Building Engineer, and Manager of Building Construction, after which she joined Alison in consulting. Alison and Marianne formed Orr Brown Consulting Engineers Ltd. in 2011. Orr Brown provides expert opinions regarding simple and complex building code issues, and opinions regarding the standard of care of municipal building departments to assist in litigation. They have participated in insurance appraisals, arbitrations, mediations, coroner’s inquests, and trials

The presentation will provide details of: 1. Early history of fire limits and insurance rating exposures 2. The St. Lawrence burn tests 3. Conversion of St. Lawrence burn test results to regulations, including the spatial separation table development and underlying equations and assumptions 4. Details of the basis of more recent developments including concentrated openings, compartment-to-compartment exposure, 10-minute fire department arrival time This presentation is intended to provide attendees with a detailed understanding of the technical basis and assumptions underlying the current spatial separation requirements to facilitate a better understanding of their application to design and review of alternative solutions."

Gerald is widely respected for his practical insight, leadership in municipal enforcement, and commitment to building code education and compliance. Devon Staley is the Manager of CBO Services at RSM Building Consultants, bringing over 17 years of experience in inspection, plans examination, and building department administration. As a Certified Municipal Manager, she offers deep expertise in municipal operations, governance, and inter-industry collaboration. Her background includes key roles with a major homebuilder and design firm, giving her a broad perspective on the development process. Dr. Azam Khan is the Co-founder and CEO of Trax, a cloud-based AI enabled regulatory platform for the built environment. Trax has over 300 municipal customers across Canada with more than 150 in Ontario alone, representing more than 64% of Ontario's large municipalities. Prior to Trax, Azam was Director of Complex Systems Research at Autodesk Research leading a team of researchers, software developers, architects, and engineers. His professional experience also includes working as Research Scientist at Alias Systems, and as Senior Software Engineer at Microsoft, Adobe, and ATI. Azam received his B.Sc. and M.Sc. in Computer Science at the University of Toronto and his Ph.D. in Computer Science at the University of Copenhagen. He founded the Symposium on Simulation for Architecture and Urban Design (SimAUD) in 2010, has been Adjunct Professor of Computer Science at the University of Toronto, was the Velux Guest Professor at The Royal Danish Academy of Fine Arts, School of Architecture and Design, and was a member of the Technical Advisory Committee of CIFE at Stanford University, a research center for Virtual Design and Construction.

This session brings together expertise from WoodWorks and RSM Building Consultants to provide plans examiners and building officials with practical insights into the use of engineered wood products in Part 9 construction. Hailey Quiquero from WoodWorks Ontario will walk through the resources available from WoodWorks, a Canadian Wood Council initiative that supports the use of wood in construction. This segment will spotlight the free tools and materials developed for building officials to support confident, code-compliant wood design reviews. Gerald from RSM Building Consultants will provide a technical overview of Ontario Building Code requirements related to engineered floor systems. Attendees will gain a clear understanding of plans examination protocols, inspection best practices, and common compliance issues. This portion of the session will equip building officials with the tools to confidently assess engineered wood systems and ensure safety and performance in the built environment. Together, these perspectives offer a roadmap for integrating code-compliant wood construction into permitting processes.

Hailey is a structural engineer and has focused her career specializing in sustainable architecture and the advancement of timber building systems. Hailey spent several years of her career in research on the behaviour and fire safety of mass timber, as a structural designer in Toronto, and working to develop affordable housing products built of highperformance timber panels, contributing to the successful completion of several turnkey housing projects. In her current role as a Technical Manager for the Canadian Wood Council’s WoodWorks program, Hailey aids project teams with technical support and brings resources and education to industry stakeholders, advocating for the successful implementation of a beautiful and sustainable building material in our built environment. Speaker Biography: 

Nissun Feiner, C.E.T., CHD, RASDT, RVDT, RHDT - Niss has been in the HVAC industry since 2006 in both contracting and engineering roles. His industry experience covers a variety of occupancies including single & multi-family dwellings, commercial office & retail spaces, restaurants, and healthcare & industrial facilities. In 2010 he started a small design firm primarily focused on HVAC & Plumbing for Part 3 and Part 9 buildings. A firm believer in continuing development and education, he sits on the Board of Governors for the Toronto ASHRAE Chapter and contributes at the society level of ASHRAE with his roles on various technical committees, standing committees, and publications. In 2019 Niss was the first Canadian to earn the Certified HVAC Designer (CHD) designation through ASHRAE in recognition of his knowledge and experience. Niss joined the HRAI instructor team in 2020 and since 2022 has specialized in Arctic and Remote Community building design as well.

New construction and energy efficient buildings have greatly reduced air infiltration and exfiltration through the building envelope. This effect can derate the performance of exhaust only fans, as well as lead to undesirable negative building pressures. Solid-fuel, Spillage Susceptible appliances may not operate at critical negative building pressures. A Depressurization Test is the requirement [OBC 9.32.3.8.(7)] to accurately measure building pressures and the effects of excessive exhaust only fans, as well as determine the safe operating condition for Spillage Susceptible appliances. Ensuring balanced building ventilation and pressures prevents mechanical devices from back-drafting Spillage Susceptible appliances. This session will guide you through the process of completing a Depressurization Test on a residential dwelling.

I am an active community member involved in several associations (President of my road and lake association) and federation (Current president of the Muskoka Off Road Riders, a chapter club of the Ontario Federation of Trail Riders).
